KMA Announces Promotion

Keyser Marston Associates, Inc. (KMA) is happy to share the exciting news that Linnie Gavino has been promoted to Principal in the San Diego office.

Since joining KMA in 1997, Linnie has played a vital part in the successes of the San Diego office and the larger KMA team.  She has led many of our most complex and high-profile assignments, including:   feasibility analyses for the Gaylord Pacific Resort public/private partnership currently under construction on the Chula Vista Bayfront; land valuation for the Tailgate Park mixed-income apartment complex in San Diego’s East Village; and inclusionary housing program updates in San Diego and Encinitas.

Over the course of 25 years, Linnie has developed as a leader in affordable housing policy and transactions, assisting cities, counties, and public agencies as they strategize to reach their affordable housing goals.   Linnie’s work in fiscal and economic impact analysis has also contributed to the shaping of General Plans and Specific Plans throughout our region.  Through this wide-ranging experience, she has developed strong client relationships and an extensive network with other professionals in our field.

Linnie holds a Master of Arts degree in Urban Planning from the University of California at Los Angeles and a Bachelor of Arts degree in Public Administration with an emphasis in City Planning from San Diego State University.
